I imagine that "under cover" would normally suggest inside/under the building or under a proper carport, but it seems this is yet another case of "creative advertising" by a real estate agent.

Surely you checked this out before you signed the lease??

I've looked in a few places for a definition of "under cover" car parking but cannot seem to find anywhere.
I lease a small apartment which was advertised with "under cover" car parking which is only half (at most) covered by a balcony above. I often find cigartte ash, hair,and general rubbish on my car that's been thrown over the balconies above.
I asked the agent and they just laughed it away but I want to take it further.
Any suggestions or help with the definition would be appreciated.
