    In Victoria a developer can give as many proxies as he wants to his chosen few.

    If the committee then agree to lease an office for their business in a residential room in the common property foyer, and advertise their wares in a area that says no adverting is allowed, how can they be stopped?

    They are clearly dysfunctional and compromised, but control both simple votes and proxy votes at meetings, so can’t be outed.
